Add filter section layout

We need to add the filter and sort section, now that we have the design for it. Ideally it will scroll down when the Sort & Filter button is clicked.

To complete this ticket, the section should open and close (when the X is clicked). The filters themselves don't all need to be present, especially the year filter range that will need some extra work, but at least one or two should be included, so we can get the look and feel of the panel.
