Combine helix-core and helix-adl-tools

adl/common.adl breaks the director structure commonly / pattern used in other places our projects. It causes some issues when moving adl into a common directory structure.

Suggest moving the structures inside common.adl into adl/common/<specific>.adl. eg

adl/common/horology.adl for all the time related stuff.

adl/common/geo.adl
