Fix launch.py for ios xrv >7.1 #282

IOS XRv 24.2.2 does not show call-home configuration. waiting for the linecard to give status IOS XR RUN works instead.

Tested with 24.2.2, 7.11.2 and 7.9.2

@hellt Will test on 7.x but I don't have 24.x

Tested and working on 7.11.1 and 7.2.2. Should be good to go!
