We'd like to demonstrate a risk-based optimization strategy. Possibly this should NOT use the characteristic equation.

My idea here was to allow "stragegies" to be used to sort out all possible fulfillment plans. For example, to be able to optimize purely on cost, or on preferred suppliers, or on distance of travel or some other metric.
