Chrome Toolbox causes Google Chrome to stop adhering to Windows Sound Mixer's mute audio setting #140

What steps will reproduce the problem?
1. Install Chrome Toolbox on Google Chrome
2. Open Windows 7 audio Mixer
3. Mute Google Chrome

What is the expected output?
Chrome respects the mixer setting and remains muted.

What do you see instead?
Chrome bounces the audio back on in approximately 500 milliseconds.

What version of the product are you using? On what operating system?
Toolbox 1.0.32, Chrome beta 21.0.1180.49, Windows 7 SP1 64-bit

Please provide any additional information below.
Uninstalling Toolbox makes Chrome respect the mixer settings again. This issue 
has persisted through multiple Chrome versions, possibly always.

Annex-- by "mute" I meant clicking the speaker icon to turn it red, not sliding 
the volume down to zero.
