Toolbox functions not working #191

What steps will reproduce the problem?
1.Download chrome toolbox
2.Use stand alone video
3.Double click tabs to close

What is the expected output? What do you see instead?
The stand alone video is not does not work as it used to. There is a grey bar 
above the window and the "always on top" option is no longer there. The 
double-click to close tab function no longer works. The only function that 
works is the scroll between tabs with the middle mouse button. 

What version of the product are you using? On what operating system?
Chrome 29.0.1547.57 beta-m on Win 7 x64

Please provide any additional information below.
It was working until i upgraded to Chrome 30 Dev. I uninstalled all instances 
of chrome and downloaded every version ie (Stable,Dev,Canary) and they all have 
the same problem.

Running Chrome as administrator once ought to fix that problem.

Thanks for your help. I finally found that answer shortly after posting this 
and forgot to mark it. Thank you though. Your answer was correct.
