Top Bar Navigation and Animation Updates

Description

This PR introduces the primary navbar that will be used to navigate across primary pages related to the consumer facing experience. Along with this change, the Framer Motion animation library has been integrated and the global css selector related to universal transitions removed. A work in progress animation component is included to provide a unified style to entrance and exit animations (not ready for generalized components yet).

Motivation and Context

This is related to issue #38. The exact layout of routing / components / directory structure may need future refinement.

Additional Notes

User profile information will need to be integrated with the db and link hrefs need updated.
