workflow to download HRRR for any day #14

we should make a workflow script that allows us to pull any hrrr data date and convert from raw data to FILE data so that we can run metgrid easily. This will be useful once we start exploring multiple events outside of this test event that is currently driving our model

Parker method currently: AWS Find the specific date download it and upload to savio via globus
