Add custom domain config to admin panel #7314

Description

Expose a super admin only route to update community custom domains and a UI on the super admin panel. Bonus points for querying the existing domain first, if any.

Much as I hate to say it, the current approach -manual update in cloudflare- may suffice for now given everything else in flight, but this would be super nice to have.

That being said, we get quite a few defect reports from custom domains and it'd be great to understand how to cut those off at the source. #TQ
