I'm not the maintainer of the AUR package, but to me it looks like locale problem in mono/xbuild. Try changing your system's locale to en-us.
If this doesn't work, either create a clean ubuntu 16.04 VM to build nbfc yourself or use these pre-built assemblies: nbfc-1.5.3-beta.tar.gz. Then follow these steps to install nbfc: https://github.com/hirschmann/nbfc/wiki/First-steps
I am the maintainer of AUR packages nbfc and nbfc-git. The thing about nbfc is that it's older version and does not contain as many new config files as you might get with nbfc-git package.
I've done Arch Linux reinstall once on my laptop and nbfc (nbfc-git) AUR packages installed flawlessly on my both Asus N550JV and Asus Zenbok UX430UQ laptops without any additional tweaks.
As per suggestion by @hirschmann - have a try to set system locale to en-us and let us know if it worked. If so - I might look for a build workaround (if that's possible, @hirschmann ? )

I am tryed to build the package(from AUR and with build.sh). I tryed other downgraded versions of nuget(4.1.0), four versions of mono(from oficial Arch repository 5.0.0.100, latest nightly 5.9.0.139, latest stable 5.4.0.201 and old 4.8.1.0) every time i build nbcf 1.4.2 or latest git I get lots of warnings and one error:
