Not require zeros to be entered in traffic counts with no data #38

currently the traffic count input requires all zeros to be entered. An empty 
field is taken as nonnumeric.

I know, but in traffic counts we do not have a non-numeric option, so perhaps 
we could take empty fields as being equal to zero
