The Belgian profiles can be used on a technical level. So, this is a non blocking issue. If you want to modify this in the standard, this can be done after discussion in the HL7 workgroup on allergy. We follow the FHIR Governance in that respect.
WG agrees on these changes and they will be part of the next iteration
For recorder, there is a use of BePractitionar, BePractitionarRole & BePatient in the references.
But for other references, there seems to be no reference to 'Be' resources: Asserter:

I do suppose it is the purpose to identify the practitionars for example with the identifiers specified in the Be profile? Or use the other Belgian specific extensions on these Be profiles? Shouldn't always the 'Be' be specified in this case?
