The SMTWG meeting of 2 April 2020 agreed to provide guidance that Endpoints referenced from a Location are used to communicate with the Location itself (e.g. the building management), and not the PractitionerRoles or HealthcareServices at that Location.
Therefore clients can generally ignore Endpoint references on Locations.
