Publish mock GPS over MAVROS #47

New attempt at retiring micro-ros-agent for PX4 SITL simulation. Single middleware and no need to modify FCU firmware. Earlier attempts did not match ROS topic QoS settings with mavros HIL GPS plugin and did not work.
