Start phasing out most of data.py and geo.py
Disables estimated pose validity checking (temporarily), so may let large outlier estimates through that will trigger failsafes if using mock GPS node in SITL simulation

Will update the ROS decorators introduced recently and do another pass at this with the improved decorators.
