feat: Add dedupe processor

Which problem is this PR solving?

Adds a new experimental dedupe processor that drops log records it's seend recently.

Short description of the changes

• Adds new processor
• Includes autogenerated metadata using mdatagen
• Unit tests to verify expected behaviour

[MikeGoldsmith]

Decided to keep the processor in our collector-contrib fork instead.
