Reserve name on PyPI #103

Even though CoBang cannot be built with standard Python tools at present, it installs files in standard Python locations. As such it would be good to reserve the name on PyPI, even if CoBang is not distributed through PyPI. This would prevent collisions with another application that might take the same name if it is not reserved.
