Projects aren't accessible to users without logging in #1900

Describe the bug When user is not logged in, they can't see any projects on the explore projects page. User needs to login to access project cards.

To Reproduce Steps to reproduce the behavior:

  1. Go to 'explore project page'
  2. log out from the project
  3. Refresh the page
  4. See error

Expected behavior The list of projects should be available to the users without needing them to logging to the system.

Additional context This issue is on dev server. Also logging in with temporary account doesn't populate any project.
