Adjust imagery offset by parameter #790

We have requested a change to the ID editor to set the imagery offset by URL parameter: https://github.com/openstreetmap/iD/issues/3093

We would like to request a change to the tasking manager to allow defining the offset in the task, and link this to the ID-editor instance for that task.

I think this is a good idea. Are there similar functionalities in passing offsets as a url parameter for JOSM and Potlatch as well?
