Came in to report this. Trying to repro another bug and hit the same issue
When I load https://cdn.skypack.dev/@hotwired/turbo
, it has this comment web inspector:

Still the case with @hotwired/turbo@v8.0.4

Pinned mine to @hotwired/turbo@7.3.0
for now, or switch to https://cdn.jsdelivr.net/npm/@hotwired/turbo@8.0.4/+esm

You will get:
The guide at https://turbo.hotwired.dev/handbook/installing#in-compiled-form indicates this should be possible
