Add a CLI class and role for TCM #75

@Ovid - this is something I've written for both work and personal projects, so I think it's something that should really be in core.

I just force pushed one additional change, which is to make the t/lib dir something you can override when consuming the role. Once this passes Travis I'll merge it and release it.
