[WIP] support comparing environment versions in command/action rules #688

I didn't have time to include this in the previous feat/multi-envs PR (#652).

This will enable us to include/exclude particular commands and/or action depending on the environment version specifier, if that version string is declared to conform to the semantic version specification.
