Fuzzing the Bernstein functions for testing now seems confusing and complicated.

Initialize the Bernstein functions with hardcoded parameters.
Hard coded values should be (ideally motivated, e.g., by bivariate Kendall's Tau).
Remove the fuzzing from testutils.rmo.
