Ensure latest contributors.tsv spec is being used at upload #1487

On the Collection/EPICollection pages, if a contributors.tsv file is uploaded, ensure that it is using the latest version of the CEDAR template for contributors by using the new latest-cedar-version option specified in ingest-api #645.
