This updates the HED annotator to the latest version. Some questions:

HWC3, resize_image are in both util and open_pose.util and appear to be duplicates. Is it appropriate to converge on the util implementation?
I added a to method for device migration to be more consistent with diffusers API style. Is this appropriate to apply throughout the library?
