Update annotators #48

Updated following implementation changes on sd-webui-controlnet
Consistent device management with to() method
HED has an Apache compatible implementation
Openpose has been significantly refactored
Midas swizzle on normal image
Adds LICENSE files to annotators
Remove .pyc files that were checked in
Use util rather than open_pose.util
