add GitHub users as list to compare to Okta #2

to obtain the email address, we need somewhere to compare the GitHub usernames to.

This is very primitive, but it's the only way to compare and result in Slack IDs to tag the assignees as Slack users. Currently the official integration allows for the manual addition of this (to enable the tagging and therefore matching to the GitHub username), so a file somewhere would also work but trying to avoid that.

as we can obtain the okta group members' email addresses, maybe this should be changed to be add a list of GitHub users to compare to Okta.
