Update dependabot for v21 release. Remove v17 release.

Addresses https://github.com/humanmade/product-dev/issues/1647

@mikelittle I know the linter errors aren't related to the PR but can you fix them in this PR?

@wisyhambolu Unfortunately, I can't fix these. The errors are referring to the return type specified in the function definitions. This came in PHP 8.0. But Linterbot still runs under 7.x I'm not sure why it hasn't been updated, but it has been a problem for a long time.
