I have tried with an account that only has 1 refresh allowed, but I am able to make multiple refresh requests.

[ ] make sure the user can only refresh the data their alloted number of times
[ ] add to the refresh-limit api route's respone, the number of refreshed the user is allowed and the amount of refreshes left.
