Why the fuck i can't remove lean launcher as an administrator ???

On my device, you can remove device admins the following way:

Go to device Settings > Security & Location > Advanced > Device admin apps > disable "Lean Launcher".

Hopefully it is similar on your device as well, and should solve your issue.
