Added state farm distracted driver detection.
title is "k2-01-state-farm-distracted-driver-detection"

result is Private Score: 1.64590, Public Score: 1.52854.
This is roughly the 20th place in the competition.

Looks great. Interesting. It'd be even better if you could add some comments on some helper functions.

For example, you can explain why you decided to use get_im_cv2_mod and explain what it does like random rotation and resize.

Other than that it looks great

I edited some comments and deleted the unused function.
