Per-Account Privacy Settings #29

There should be a way to specify unique privacy settings for each account.  
Everyone it seems has different experiences.  I get random authorization 
requests on Yahoo every day, so I would like to block those, but not other 
protocols.  Yet the user in issue #16 experiences this only with ICQ.  I would 
like to see an option added to the modify account advanced tab like "block 
authorisation requests," with the option in the Privacy Please preferences 
acting as a global default.  You could then eliminate the "Block authorization 
requests from OSCAR" option.
