Anaconda based distribution and Portable WinPython distribution

The latest release (https://github.com/hyperspy/hyperspy-bundle/releases/tag/2020.08.13) have been made using this branch.

[x] Use constructor to make the distribution on Linux, MacOS and Windows.
[x] Use WinPython to make a portable distribution (Windows only).
[x] Use Github Actions to generate these builds.
[x] On pushing a tag, a release will be created and the artifacts will uploaded to the release after passing the test suite.
[x] On pushing a commit, the distribution are uploaded as Github Actions artifacts.
[x] For the Portable WinPython distribution is made using 7-Zip: this simplify considerably maintenance and we are not limited by the NSIS size limitation, which was an issue all previous release.
[x] Clean up code which is not necessary anymore.
[x] Add RELEASING_GUIDE.md.
[x] Ready for review.

@francisco-dlp, I think we should get this PR merged and update the user guide to mention that installers are now available for mac and also advice to update using conda, when applicable.

The 2020-08-13 release was made with this branch and there was not a single report of an issue, so this would be working fine! :)

The Windows portable have been downloaded ~100 and the miniconda/anaconda distribution ~200 times: https://somsubhra.com/github-release-stats/?username=hyperspy&repository=hyperspy-bundle
