cg_iRIC_GotoRawDataTop() was not tested, and had a bug #12

cg_iRIC_GotoRawDataTop(), that is not a function for a solver but for iRIC GUI, was not tested, and has a bug, that it returns 1, not 0, when used for CGNS file that contains no grid.
