Better data for Australia #19

I have a dataset for Australia containing suburbs (for Urban areas) and localities (for rural areas). the problem is suburbs are subdivisions of cities, and there's no easy way of knowing what suburbs to include as parts of cities. There is another definition for cities in Australia, called Urban Areas but these also include multiple independent cities at time. If you have any information on it, make sure to let me know
