Finalize licenses for code, docs, and data

There ultimately should be different licenses for different artifacts.

• Data should be CDLA
• Software should be Apache
• Documentation should be CC BY 4.0

There being some things that could fall in more than one of these buckets.

For example, should the REAMDE be CCBY 4.0?

Feedback on setting the LICENSE file: Perhaps the CC BY 4.0 is the best repo-level license for the cookbook page, as the primary artifact is documentation, not code or data.
