file: Perhaps the CC BY 4.0 is the best repo-level license for the cookbook page, as the primary artifact is documentation, not code or data.

Once the files are in place, the remaining work is to update/add a quick summary of the approach to our docs.
There ultimately should be different licenses for different artifacts.
There being some things that could fall in more than one of these buckets.
For example, should the REAMDE be CCBY 4.0?
