Remove code to add Promise shim to layer #34

Consider reverting e90531714531c59fb3a10f35e9f1c9e1a58a986b. It apparently adds the lie Promise shim to the built layers for all browsers, thus eliminating the main point of the plugin: to only download the polyfill on IE.
