Move hexagonal meshing capabilities to MeshGenerators #14492

Reason

Several users would like to have access to the Hexagonal meshing capabilities in RattleSnake from other MOOSE applications. Furthermore, we would like to improve this capability for micro reactors support (neutronics and thermomechanics) and be able to use in a stack of MeshGenerators. Also, add documentation.

Design

Hexagonal meshing capabilities should be consistent with the rest of the MeshGenerators.

Impact

Remove confusion on how to use the various MOOSE native meshing capabilities.

@jortensi - Please don't delete the template in the future. As you may be aware we are being audited next month and those templates help with our audit. We don't need an auditor clicking on an issue like this and reporting a finding.

So it turns out that it's possible to get the blank template if you attempt to create an issue before you are logged in. This seems more like a Github bug to me as it's very easy to replicate.
