Rename PatchMeshGenerator #26615

Reason

It s not a good name. It has nothing to do with patching a mesh like the PatchSidesetGenerator. And it s kind of a testing mesh generator, it does not need to be available to the average user.

Design

Better name Maybe even move it to the test objects

Impact

Less bloat in the mesh generator system

The rename is done. A good next step would be to move it to the test objects and use the MOOSE test objects in BISON
