Hannover update 7 28 20 #150

This PR synchronizes this dataset with the Hannover dataset as of this commit: https://github.com/ml-workgroup/covid-19-image-repository/commit/a9842c3b52767f048d67adf0d85f2c440b9b3d25

Findings have temporarily been added as "todo".
Note that patients 387 and 389 (which were previously marked with todo) now have different values in the "in_icu" column because the underlying offsets in the Hannover dataset have changed.

This PR also fixes a bug in the Hannover script causing some non-Hannover entries to be reordered.
