I think so. I think we have to assume that it is possible for the Research Group chair to schedule any kind of interim without needing approval from the IRTF Chair (since all IRTF Chairs are members of the Steering Group (IRSG) - there are other at large steering group members, but all chairs are part of it).
Until and unless we get clear procedures from the IRTF that says otherwise, I think we need to assume the chairs have the ability to schedule without other approval mechanisms.

Some IRTF groups may want to announce widely and some may not. There are no hard and fast rules or procedures for the IRTF currently. So being able to see what they entered, and then BYPASS the announcement part to just create the meeting in the tools for them might be more useful than a hard rule for all IRTF groups to not have to announce before scheduling the meeting.
