Improve handling of requests to replace candidates for adoption (was No way to approve draft-marx-qlog-h3-events) #3282

The QUIC chairs just got an email asking us for approval of draft-marx-qlog-h3-events. The email contains a URL to approve the draft that doesn't seem to have any way to actually cause this approval to happen.

This is an individual submission attempting to replace a document that the quic wg has marked as a candidate for adoption.

The intent was to get a wg-00, and the draft should be resubmitted as draft-ietf-quic-...

But the code needs to better handle this edge case - at the very least, it shouldn't claim the draft belongs to an inactive working group in the email it sends to the chairs. It would be better if it raised the question about whether a wg-00 was intended, and set it up so that approval can be sensibly declined (or approved if there's a reason to violate the naming convention).
