Description

Created a Vietnamese translation of README file.

More Details

I have finished translating the README into Vietnamese. Huge thanks to the official site translation for the first part. (which is similar to the About page, I only helped with the formatting). Most of the rest of the translation is done by me, though when linking the file in other README I did have to use Google Translate to translate the term "Vietnamese" into the corresponding language. Please let me know if there is any issue.
