mod queue for graphics uploads

Graphics uploaded will enter a queue for moderators to approve. If there is a large number there could be a public page where volunteers can flag any bad graphics.

I generally try to avoid having a mod queue, instead preferring to let things go live and let people flag inappropriate material.

But bad graphics can be a horrible eyesore. Only for volunteers not live on any normal page.
