Cooldown for spells #36

Add possibility to assign CD (cooldown - period in which spell can not be used after you used it) on spells, eg so it will be possible to assign teleportation CD to 2 seconds.

:D Actually this is pretty important feature as there is a bug (some call it feature) which allow to abuse teleport spell to use it twice faster (instantly). So we don't need to make TP cooldown more than, lets say 1 second.

Also some other spells could get CDs.. eg Bless and Curse spells as right now warrior's PvP is super fast casting bless-curse on each other non-stop.. making 1 second CD on bless-curse will make PvP more interesting.

Also I would add 2 second CD on stone wall spell (while reducing it's mana cost).. As this is one of the most abusive spells (in PvP and PvE) in the game which give you possibility to wall everything around you in seconds...
