Chart 1 updates. #21

There is currently no support for Chart 1 in the S-101 Test Datasets. If (and when) it is delivered for use in S-100 ECDIS the wording in section C-20.7 may need updating, particularly C-20.7.1.4. this issue tracks completion of this task.

Chart 1 initial datasets have been released for testing with v1.2 of S-101. this issue now tracks any wording changes required in S-98 Annex C as those datasets are developed in the S-164 repository.

TSM 2024 agreed to move all Chart 1 datasets to S-164 (current S-57 Chart 1 is a part of S-52).

Partly addressed in v1.2.0. Needs more review once the S-101PT is complete and the changes agreed for the FC/PC for all the datasets. Datasets are located in S-164 repository now.
