The word “bounding rectangle” is not defined precisely enough. Does it mean the boundary of each individual pixel/grid cell of the coverage or the boundary of the data area of the coverage?
If it is the data area, then this creates a problem. The bounding rectangle of the data area can also contain NoData pixels/grid cells, which then overlay the corresponding non-permitted Group 1 objects. The only all-encompassing description of the boundary of the pixel/grid cell or the data area is therefore a polygon. The graphic explains this.
