fix broken link to specification #45

The WARC homepage has a broken link. The patch fixes it in the simplest way: by linking to the latest WARC specification (1.1). However, it might be better to have an actual page listing all specifications or simply remove this link to avoid future problems.

Yeah, as WARC 1.1 has been standardised that prose needs an update.
