Updated for pmmp 3.0.0-ALPHA7 #4

Changes:

  1. Version Bump due to BC breaks
  2. Added my name to authors list :P (change it back if you want)
  3. Added plugin description
  4. Changed Loader::getEssentialsPEAPI() to Loader::getEssentialsPE()
  5. utilized new methods for setting flags in pmmp
  6. Added typehints
  7. Added return types
