Move Bare_Tool and Bare_Tracking_Tool templates to different component #223

The files Bare_Tool.java and Bare_Tracking_Tool.java have dependencies to fiji-lib that are not declared in the POM. We should move those two templates to a component in the fiji org, maybe into fiji/fiji or into fiji/fiji-lib. (Otherwise imagej-javadoc will complain with warnings.)
